Function isWebsiteNotesSyncTargetReady

Checks whether website-note sync actions can be shown in the file explorer without doing filesystem I/O or displaying notices.

Edge cases handled:

• Hides actions on mobile.
• Hides actions when the export folder setting is blank.
• Leaves full validation to the sync action, which can show a Notice.
